What is Dubai Civil Defence and What Does It Regulate?

Dubai Civil Defence (DCD) is the government authority responsible for fire safety, emergency preparedness, and life safety compliance across all buildings and facilities in Dubai. While Dubai Municipality governs structural and planning standards, DCD governs everything related to fire protection and emergency safety inside those structures.

DCD has authority over fire alarm systems, firefighting equipment, emergency exits, suppression systems, evacuation routes, and the materials used in construction and fit out that affect fire resistance. No commercial space can legally operate in Dubai without a valid DCD certificate confirming it meets the UAE Fire and Life Safety Code of Practice.

What Dubai Civil Defence Approval Covers

DCD approval is not a single document. Depending on the project, it encompasses several stages of review and certification. Here is what each component covers:

Drawing Approval

Before any installation work begins, fire safety drawings must be reviewed and approved by DCD. This includes fire alarm system layouts, firefighting system designs, sprinkler density calculations, emergency exit plans, fire-rated partition specifications, and smoke extraction system layouts. Drawings that do not meet the UAE Fire and Life Safety Code are returned for revision before approval is granted.

Initial Approval and Work Permit

Once drawings are approved, DCD issues an initial approval that permits construction and installation work to begin. This initial approval is temporary, typically valid for six months, and must be active before contractors start on site.

Material Submittals

For some project types, DCD requires proof that the materials used, including fire-rated doors, suppression system components, alarm panels, and detection devices, meet approved specifications. Submittals confirm product compliance before installation.

Hassantuk Integration

Commercial projects in Dubai are required to connect fire alarm systems to the Hassantuk Smart Monitoring System, DCD's centralised fire monitoring network. Integration must be completed and verified before a completion certificate is issued.

Site Inspection and Completion Certificate

After all work is completed, DCD conducts a live site inspection. Inspectors test fire pumps under pressure, activate alarm panels, check emergency lighting, verify exit signage, and confirm that the finished installation matches the approved drawings exactly. A completion certificate is issued only if everything passes. This certificate is required before the space can be handed over or a trade license can be activated.

The Green File
